You will have 1 quest that requires you to pay coins/supplies, and it seems like you're just giving them away, but you make it back on other quest rewards, so don't worry about it. You can also get coins, supplies, 5 fp package.when it's leveled to say 10, as a start, you will only get 5 goods from a quest rewarding ins/supplies, fp package. It is a decent building to have, but you don't really benefit to much from it unless you have it leveled up to say 59, which will then give you 26 goods per recurring quest, when the reward is goods. Everyone talks about how good it is, but they're also usually people with larger cities.
